Clearing pulls stumps and roots so the ground is ready to grade and build on. Forestry mulching grinds brush and small trees into the dirt and leaves the root system and much of the forest litter in place. On White County's steep ground, that distinction carries real weight: the county's own soil data shows runoff stays low where forest litter has little disturbance, and jumps to medium or rapid once that cover comes off.
If the land is staying wooded and the goal is just opening it up, mulching does that while leaving more of the ground's natural runoff protection in place than a full clear would.

BUILT AROUND THE CONDITIONS
White County exempts agriculture and forestry work that follows Georgia Forestry Commission or GSWCC best management practices from its mountain and hillside protection permitting. But if that exempt work disturbs something the ordinance otherwise protects, the county locks out all other land-disturbing activity on the entire property for ten years, double the lockout period some neighboring counties carry.
It's a serious number for a same-day mulching job to risk triggering, and we check the site against the mountain protection map before the machine starts.

PLAN THE WORK BEFORE IT STARTS
White County stacks multiple stream buffers depending on the parcel, from the state's 25-foot minimum up to 100 feet in the protected river corridor and more inside the Turner Creek water supply watershed. Those buffers restrict land disturbance broadly, beyond grading alone.
Mulching along a creek or drainage still has to respect whichever line applies. We confirm the buffer stack on the parcel before quoting, the same way we would for a clearing job.

We charge a $2,500 per acre minimum, and larger acreage prices down from there once we've walked the ground and seen what's standing on it. Steep terrain can add time, since equipment has to work more carefully on grade.
