Pickens County's subdivision road standard caps grade at 16 percent on residential rural roads, residential suburban roads and collector streets alike, each with its own base and surface spec: 6 inches of base and a 1.25 to 1.5-inch top on residential roads, 8 inches of base on collectors. Back slopes run at least 1.5 to 1 and fill slopes at least 2 to 1.
On mountain lots, that grade cap decides how a driveway gets routed before asphalt paving ever starts.

BUILT AROUND THE CONDITIONS
We run a polymer-modified sealer rather than the coal-tar mix common in the trade. The cheap version looks fine going down and starts graying out in about four months.
Polymer-modified costs more per square foot going in, but it carries a one-year warranty against graying, and the honest pitch is doing it once and coming back in five years, rather than resealing every six to twelve months.

PLAN THE WORK BEFORE IT STARTS
Pickens County requires drainage pipe at least 15 inches in diameter and 20 feet long under any access point, with the discharge end stabilized in rip-rap for a distance of eight times the pipe’s diameter.
On steep ground, undersizing a culvert shows up fast the first heavy rain after paving, so we size to the county standard rather than the minimum that happens to fit.
